WhatsApp Business API in the UK
Official Meta platform access with GDPR-compliant opt-in built in — verification, templates, automation and reporting.
Where WhatsApp fits in a UK stack
The UK is an email-heavy market, and WhatsApp does not replace that. Where it wins is anything time-sensitive: appointment reminders, delivery windows, service updates, two-way support. Open rates sit far above email for those categories because the message lands where people already are.
The trade-off is that UK consumers are markedly less tolerant of promotional messaging on WhatsApp than customers in South Asia or the Gulf. A message perceived as marketing spam gets blocked quickly, and blocks feed directly into your quality rating.
So the WhatsApp Business API in the UK works best as a service and transactional channel, with marketing used sparingly and only to people who explicitly asked for it.
GDPR is the part that actually matters
Meta's opt-in requirement and UK GDPR overlap but are not the same thing, and satisfying one does not satisfy the other.
Under UK GDPR you need a lawful basis for processing, consent that is freely given and specific rather than bundled into general terms, records demonstrating when and how it was obtained, a straightforward withdrawal route, and a defined retention period. PECR additionally governs direct marketing by electronic means.
We build opt-in capture that records timestamp, source and wording, wire opt-out into the flow, and set retention rules on stored conversations. That gives you the audit trail if it is ever requested. What we do not do is give legal advice — for a regulated sector, have your DPO or solicitor review the flow before launch.
Costs and what drives them
Our setup fee is a one-time $200 covering verification, number registration, template approval, flow design and integration. No monthly platform charge.
Meta bills per message, direct. UK marketing messages run around $0.048 each — one of the higher rates in Europe — while utility and authentication templates cost substantially less. Anything you send inside the 24-hour customer service window is free.
For most UK businesses the sensible economics are: use utility templates for the transactional messaging that carries genuine value, let customers reply into the free window, and keep marketing templates rare. That combination usually costs less per month than an equivalent SMS programme while converting considerably better.

Frequently asked questions
Is WhatsApp marketing GDPR compliant in the UK?
It can be, but compliance comes from how you collect and handle consent rather than from the channel itself. You need a lawful basis, specific and freely given consent, records of when and how it was obtained, a simple opt-out, and a retention policy. We build the capture and record-keeping; a solicitor or DPO should review the flow if you are in a regulated sector.
Can we message customers who have not opted in?
No. Meta requires opt-in, and UK GDPR and PECR add their own requirements on top for direct marketing. Messaging a purchased or scraped list is the quickest way to lose the number, and creates regulatory exposure separate from anything Meta does.
How does this compare to SMS on cost?
For most UK use cases WhatsApp works out cheaper and performs better. UK SMS typically runs 2–4p per message with no rich content and no reply path. WhatsApp utility templates cost less than that, support images, buttons and links, and let the customer reply into a free 24-hour window.
Do we need a UK number?
Not strictly, but recipients respond better to a UK number and it reduces the chance of being treated as spam. A landline works — Meta can verify it by voice call rather than SMS.
Can it integrate with HubSpot or Salesforce?
Yes, both, along with most systems exposing a webhook or REST API. Conversations sync as activity records against the contact so your sales team sees WhatsApp history alongside email.
How long does approval take?
Five to ten working days in most cases. Meta Business Verification against Companies House records is usually straightforward for an established UK company. Template approval follows within a day or two.

Six stages, in this order. We do not skip ahead because a client is impatient — the sequence exists because each stage depends on the one before it.
Scope and use case
We start by asking what the messages are actually for. Order updates, appointment reminders, lead qualification and broadcast marketing need different template categories and carry very different costs. Getting this wrong at the start is expensive to unwind.
Meta Business Verification
Documentation prepared and submitted properly the first time. This is the step that stalls most setups, almost always because a document does not match the registered entity exactly. We send a checklist before starting.
Number registration
A number not currently active on WhatsApp is registered against the platform. If you are migrating an existing number, we plan the cutover so you are not unreachable during it.
Template drafting and approval
Templates written to match their category honestly and submitted for review. Marketing content filed as utility gets rejected, and repeated rejections affect account standing.
Flow and integration
Chatbot logic, agent routing and CRM or sheet integration. The goal is that a human joins the conversation at the moment automation stops being useful — not before, and not long after.
Monitoring and iteration
Quality rating, delivery and read rates watched weekly. Rating declines are recoverable if caught early and expensive if left, because template limits tighten as it falls.
The mistakes we see in the UK
Every one of these comes from an account or a site we have actually inherited. None of them are hypothetical.
Messaging people who never opted in
The fastest route to a restricted number. Meta enforces through quality rating, and rating falls the moment people block or report you.
Filing marketing as utility
Template categories are checked. Dressing a promotion as an order update gets it rejected, and repeated rejections affect account standing.
Broadcasting too often
Frequency fatigue shows up as blocks, blocks show up as quality decline, and quality decline shows up as reduced sending limits. The sequence is predictable and avoidable.
No human handover
Chatbots that trap customers in loops with no route to a person generate complaints, not conversions. Automation should hand over the moment it stops being useful.
Ignoring quality rating
It is visible in Business Manager and it moves before anything breaks. Watched weekly it is an early warning; ignored it becomes a suspension.
Questions worth asking
Ask these of us and of everyone else you are considering in the UK. The answers separate agencies faster than any proposal does. Local knowledge matters too — an agency that has worked around London, Manchester and Birmingham will understand your customers better than one working from a template.
If an answer is vague, that is the answer. Vagueness at the sales stage becomes vagueness in reporting.
- — Who owns the accounts, domain and data if we leave?
- — What exactly is delivered each month, in writing?
- — Do you mark up ad spend or media cost?
- — Who actually does the work, and where do they sit?
- — What is the notice period, and what happens on exit?
- — Can I speak to a client you stopped working with?
- — What would make you tell me to stop spending?
What results realistically look like in the UK
Honest timelines, based on engagements we have actually run rather than what sounds persuasive in a pitch.
Foundation
Audit, fixes and setup. Little visible movement. This is the stage clients find hardest, and skipping it is why most engagements underperform later.
First signals
Early movement on long-tail terms, campaigns stabilising, first attributable enquiries. Enough data to know what is working and what is not.
Compounding
Commercial keywords move, cost per enquiry falls as the account matures, and content published earlier starts ranking. This is where the work pays back.
Scale or stop
By now the numbers are clear. Either we scale what works, or we tell you honestly that the channel is not right for your business.
Terms you will hear, explained
Agencies hide behind jargon. Here is what the words actually mean, so you can hold any vendor to account — including us.
BSP
Business Solution Provider — a Meta-approved partner through which API access is provisioned.
Template message
A pre-approved message format required to start a conversation outside the 24-hour service window.
Service window
The 24 hours after a customer messages you, during which replies are free and unrestricted.
Quality rating
Meta's health score for your number, driven by blocks and reports. Falling rating tightens sending limits.
Green tick
The official business account badge. Granted at Meta's discretion based on notability, never purchased.
Things clients ask before signing
Can I keep my current number?
Yes, if it is not active on WhatsApp Business or personal WhatsApp. If it is, that account must be deleted first and chat history does not migrate. Many businesses prefer registering a fresh number.
Is there a monthly platform fee?
Not from us. Our fee is one-time. Meta charges per message directly to your account, and rates depend on country and category.
How many agents can use one number?
As many as you need. That is the main operational reason businesses move from the app to the API.
Can we send images, PDFs and catalogues?
Yes — images, documents, location, buttons, list menus and product catalogues are all supported.
What if Meta changes pricing again?
It has happened before and will again — the July 2025 shift from conversation to per-message billing was significant. We flag changes as they are announced and adjust template strategy so cost does not drift.
